ANEM today joined the NUNS initiative and will participate in raising funds to secure donations for journalists and their families who have suffered material loss due to floods.

ANEM urged its members and friends to, in accordance with their capabilities, make contributions to the NUNS Foundation for Aid to Journalists and Media. ANEM will assist NUNS in collecting data about colleagues who live and work in Obrenovac, Krupanj, Ub, Ljig, Ljubovijia and other areas stricken by floods.

Financial contributions should be paid to the NUNS Foundation to help journalists and the media, account number 160-322767-29 ( Banka Intesa ); Purpose: Help for floods victims.

Dear ANEM friends,

The situation in Serbia is much more difficult than can be seen now. The real test of solidarity and humanity will come after the flood waters recede.

As always in emergency situations, we have the opportunity to engage our own network of media outlets and transmit information to each other from all over Serbia. You have the opportunity for on-the-ground reports from all over Serbia, wherever we have our members stations, journalists can report live in your program with the latest information from the field.

For this reason, the owners, editors, and newsroom editors should send us contact information for their best and most responsible people so we can make a database and share it with all stations.

At times like this, there are only two types of listeners and viewers. Those who need help and those who can provide help. Choose who you want to work for - for the entertainment industry, or for those who are facing the worst situation in past 120 years. Join each other and work together.

This situation will last, because when the flood waters recede, when the victims are counted, when the damage is assessed, when connecting people with missing family members begins, and when the humanitarian actions begin, then our readiness for this kind of programming should stand out.

Frankly, in the next few days or weeks I do not see the need for entertainment content, the situation being as it is. Prepare your generators and stock fuel, in case of electricity blackouts. If we ever needed to work together - now is the time.

Put your frequencies into a special mode, and join the rescue effort by advising / informing citizens and emergency services on developments in the field. Appeal that panic should be avoided. A large amount of information that you broadcast through your media will be important to listeners, rescue and information services, and to services providing and organizing aid to those in need. Keep in mind that now there are more of those who can help, than those who need help. Fortunately, for you and for them. Only by joint forces we can do something worthwhile.

Also, invite listeners, viewers, and all out-of-job journalists and presenters, if they cannot shovel dirt into flood barriers, they can come to their favorite radio or TV station and volunteer, or help you by spreading the word on social networks. It is time that everyone does what they knows best.

I ask my ANEM friends to archive what local and regional stations did in past days. Every true story will be an important and welcome. Let us see who excelled and who embarrassed themselves, once this is over.

To have our solidarity and professionalism shine in full, our national broadcasters ( RTV B92 and TV Prva) will most likely contact you, and following areas will be targeted for direct field reports: Jagodina, Svilajnac, Kosjerić / Bijeljina, Šabac , Sremska Mitrovica , Krupanj , Paraćin, Kraljevo, Gornji Milanovac, Varvarian and Ćićevac, Ćuprija.

In cooperation with its legal office "Živković & Samardžić", ANEM prepared the Electronic Guide for Reporting on Corruption for its member stations. The Guide was produced within the project "Illustrated Glossary of Corruption", financed by the EU. The authors of the Guide are lawyers Vesna Živković, MA, and Kruna Savović.

The aim of the Guide is facilitate future investigative work and reporting on corruption to journalists of ANEM stations, to acquaint them with terminology and the legal framework in the Republic of Serbia pertaining to corruption, so that they can report professionally about this very sensitive issue.


The Guide features: legal framework pertaining to corruption; key legal terms of importance in reporting on corruption; an overview of key areas for building and strengthening systemic anti-corruption mechanisms and an explanation of regulation pertaining to these areas. Particular attention was paid to financing political actors, and to the issues pertaining to gifts public officials receive in relation to their discharching of public function; the explanation of duties and restrictions concerning public officials for the prevention of conflict of interest; criminal acts related to corruption.

The Electronic Guide for Reporting on Corruption is available to ANEM member stations on the ANEM intranet. Along with two seminars (on corruption and reporting on corruption), participation in the production of radio and TV series covering key terms related to corruption, and the electronic publication "Glossary of Corruption", the Guide is yet another form of education which ANEM offered to its members through the implementation of the project "Illustrated Glossary of Corruption" to build their capacity for reporting on corruption.


ANEM's Project "Illustrated Glossary of Corruption" is financed by the European Union within the Civil Society Facility Programme.

The Agreement on single tariff of fees for broadcasting of phonograms and upon them recorded interpretations, concluded in late February 2014 between ANEM, as the representative association of broadcasters, and collective organizations OFPS and PI, came into force on 9 March 2014.

In order to facilitate for broadcasters the understanding and implementation of the Agreement, the expert team of ANEM`s Legal Department, Law office "Zivkovic & Samardzic," in cooperation with ANEM, drafted Guidelines for Implementing of the agreement, which are to serve as guidance for broadcasters. They contain the most important information on determining fees, the minimum fee, obligations of broadcasters, discounts and decreasing the basis for payment of fees, special rules for the legal entities that own several radio and TV stations and non-terrestrial broadcasting, and a table with an overview of broadcasters` obligations (for each obligation a deadline is listed, needed documents, and if necessary related notes).

Belgrade, 03.21.2014 (Akter ) - A multimedia campaign under the slogan "Don`t Let Them Spin You," with a goal to draw attention primarily of high school students on the importance of verification of news and a critical attitude towards information, will start on 24 March.

The campaign organizers announced at a press conference that  the campaign, which will last until June, has the participation of eight television and radio stations, and a special emphasis on the Internet and social networks because they are increasingly being used by the young people.

Speaking about the importance of such campaigns and media literacy, the president of the Independent Journalists' Association of Vojvodina Dinko Gruhonjić said that there is more and more propaganda and less objective reporting in media, which is why it is important to raise awareness of those who consume media content.

He believes that the media will not be able to spin the issues if those on the other side no longer believe everything they read and do not "soak up like a sponge" all information.

"There is ever less journalism and ever more propaganda," said Gruhonjić stating that the tabloidization of the society is at work.

Editor of "Njuz net" a satirical site, Nenad Milosavljević noted that the media often access information recklessly and without checking it.

Supporting this statement Milosavljević said that the news generated by his site, although satirical, end up in mainstream media and recalled one example of a news item that a Serb killed a shark in Egypt went around the world.

The manager of the on- line community Milos Čolović said that the goal of the campaign carried out by the Media Coalition is primarily to raise awareness of  high school students to critically access information.

In order to advance the program content of member stations  ANEM has, during 2012 and 2013, provided member stations with high quality media content that was broadcasted free of charge:

1. Documentary film "Artists look at the past,"  directed by Dino Mustafic, produced by the Coalition for RECOM, 30 minutes. In the film where well-known artists from former Yugoslavia share their private memories, recollections, and hopes for the future.

2. Documentary film "Let`s not lie to each other," 40 minutes, is part of the "Instinomer" project of the Belgrade NGO CRTA. The film criticizes the failures that has accompanied democratic changes that have begun in 2000 in different fields (human rights, institutional reform, the public sector, media, the judiciary, economy, health, education).

3. "Econews" serials, produced by KCMedia, and created during journalistic training that the production company organized for young journalists and journalism students. During 2012 and 2013 ANEM member TV stations broadcasted  a total of five serials with following themes : energy, refugees and displaced persons, international cultural and educational exchanges , military cooperation, and philanthropy in Serbia. Each series contains 3 to 5 half-hour programs, and each episode has 5 - 6 program items.

4. TV program "An agenda for a new government ," also produced  by KCMedia as part of training for young journalists and students. Each 50-minute  program contains highlights of pre-elections public debates organized in several Serbian towns, when  representatives of political parties responded to direct questions by young people trained for public debates.

5. Three world music concerts, organized by NGO "Tutti Serbia." The concerts were held in Belgrade in June 2011, April 2012, and September 2012, and program consisted of traditional music from the Balkans and other countries performed by musicians from Serbia and abroad.

6. Radio program "Roads of Justice," produced by the Balkan Investigative Reporting Network (BIRN).  24 monthly  ten-minute radio shows focus on transitional justice in Bosnia and Herzegovina, Croatia, Montenegro, Macedonia, Kosovo, and Serbia, and topics like war crime trials, criminal law and regional cooperation, progress in post-war reconciliation, etc.

7. TV short "University students provide adult literacy training for Roma women and men," produced by NGO Civic Initiatives, 12 minutes. In the film Roma men and women, participants in adult literacy training, talk about their lives, living conditions, and what it means to finally learn to read and write.

8. IREX documentary film "Development of independent media in Serbia," 28 minutes, about efforts of Serbian media to attain independence over the past 20 years, and the support provided to them by USAID and IREX.

9. As part of the project "Naming IT War," NGO Center for Cultural Decontamination produced six ten-minute TV shows that summarize a series of public discussions of 2012-2013.  Topics include the social, political, and personal consequences of the war that deeply defined everyone's life in Serbia, while its authorities persistently deny state involvement in the war/wars of 1990s in former Yugoslavia .

10. Ten episode series "Her Choice," produced by Media Team Leader CK, supported by the Fund for an Open Society. The theme of the series are the problems women in Serbia face in their lives. Eight-minute episodes focus on the history of the struggle for women's rights in Serbia since late 1800s, emancipation and feminism, gender equality, use of gender-sensitive language by media, women in politics, women in public life, business women, transitional processes, ect. Journalist Svetlana Kojanovic is the author of the project which lasted for over a year.

11. Documentary film "Movable Art Colonies: Transforming dying towns into art residencies"  was directed by Marko Mamuzic and lasts 30 minutes. Produced by the Zemun Small Art Center (ZMUC) it presents two well established art colonies in Kikinda and the village of Jalovik, but also efforts of local and international artists and architecture students who in 2013 launched two new international  art colonies in the Serbian village of Babe and the village of Rezevici in Montenegro. The project and the film were supported by the Ministry of Culture and Information and the European Cultural Foundation .

Pirot media outlet "Ani Press", which consists of the radio station Plus and news portal Plus Online, organized the event "People for a New Age" for the sixth time. In the crowded hall of the Serbian Army Club the awards were traditionally presented to successful individuals, institutions and sport clubs in fields of local governance, economy, health, culture and sports.

At the ceremony special awards were presented that symbolize successful efforts by citizens of Pirot and individuals and institutions in Serbia and abroad, whose work, results and activities brought common good to the city and citizens of Pirot and contributed to the city's faster development.

A recognition STEP FORWARD was awarded to Sasa Mirkovic, former president of ANEM, for his personal contribution and all the results that this Association has accomplished in media development, but also for its relentless struggle for the rights of media, their status and position, as well as for the adoption of media laws.

This recognition was also given to the German agency HELP for its full support to business development and granting incentives to small businesses and farmers, as well as to the National Roma Council (NRC) for a number of activities in the framework of the Decade of Roma and the full inclusion of Roma. Pirot is among the cities that have, owing to the National Roma Council, among other actors, accomplished much is in this area. On behalf of HELP and NRC the awards were received by Masa Bubanj and Vitomir Mihajlovic.

Special recognition EVROKORAK was presented to the National Alliance for Economic Development (NALED) - the acknowledgment was received by Vladan Atanasijević, President of the Executive Council; Dr. Dragan Kostic, president of the Regional Chamber of Commerce; and Vladan Vasic for successful results of the Municipality of Pirot in creating conditions for investors, infrastructure development, and on the occasion of his tenth anniversary as municipality president.

Traditional awards "Pirocanka and Pirocanac" this year were awarded to exceptional athletes from Pirot - marksman Tiha Todorovic and karate master Uros Mijalkovic - for numerous medals they won at European and world competitions.

ANEM and its member stations supported several humanitarian projects and CSO initiatives during 2012 and 2013.

1. Support for the campaign "Equal Opportunities"  for accessibility of public buildings for persons with impaired mobility. The campaign was implemented by Educational Center Leskovac, in partnership with Samariter Arbeiter Bund and the Centre "Living Upright" from Novi Sad. ANEM member stations supported the campaign in 2012 by broadcasting free of charge the campaign promotional video. 

2. Support for the campaign of the National Alliance for Local Economic Development ( NALED) by free broadcasting of the video "A pregnant woman against the system" on ANEM member stations during 2012. This video was part of NALED's anti-bureaucratic campaign "Ask when,"  and refers to the complicated administrative procedures in applying for pregnancy and maternity leave.

3. Support for B92 Fund project  "Battle for maternity wards,"  with a goal to provide all maternity wards in Serbian hospitals with equipment necessary for the survival and health of newborn babies. ANEM member stations supported the project by broadcast TV and radio public service announcements during the campaign in 2012.

4. ANEM participation in the  "MLADGRAD" awards of 2012 and 2013 - MLADGRAD is a recognition that is on the occasion of August 12 - the International Youth Day - awarded by NGO Civic Initiatives for the fourth year in a row to local self-governments, organizations, informal groups, and individuals for their contribution to improving position of young people in the local communities. In support of Civic Initiatives and the action, ANEM has in 2012 and 2013 participated in the work of the jury and selection of award recipients.

5. Support for Fund B92 humanitarian project "Movement 65 +". The objective of the project is increased care for elderly citizens throughout the country, and it was initiated on October 1, 2013, the International Day of Older Persons. the project  includes providing tele-assistance for the elderly, training and support programs for individual care providers, as well as providing food to the most vulnerable older persons in isolated areas. ANEM member stations supported this project by broadcasting radio and TV public service announcements during 2013.

Working on building the capacity of its members and education of their journalists, ANEM created, in cooperation with its team of lawyers, an E-Guide for reporting on court proceedings for journalists of ANEM stations. The Guide was designed in such a manner as to acquaint journalists with their rights in this field and point to potential problems they could run into in their work. The Guide includes instructions based on existing valid legislation that directly regulates this area, but also on legislation and regulations that indirectly affect the reporting on court proceedings. The Guide was prepared by lawyers Mr. Vesna Zivkovic and Kruna Savovic.

The starting point of the Guide is the fact that reporting on court proceedings is a sensitive issue governed by specific rules and which implies certain risks. Also, education of journalists in this area, on one hand, is very important for avoiding consequences deriving from lack of knowledge or understanding of this field, and for truthful, complete and timely informing of the public on the work of judiciary and court proceedings being led, on the other. The Guide will thus be an useful source of information to journalists as it provides information as to how they should report on court proceedings and what they should try to avoid, not to end up being fined or punished.

The E-Guide for reporting on court proceedings is available only to ANEM members on ANEM Intranet.

The creation of the E-Guide was preceded by a panel discussion of journalists, representatives of electronic and print media, prosecutors and judges, authors of laws, lawyers who represent media, Commissioner for Information of Public Importance, as well as representatives of competent bodies, on existing regulations, court practice and problems the media experienced while reporting on court proceedings. Representatives of judges, prosecutors, media and experts in this field voiced their opinions and shared their experiences with reporting on court proceedings. It was concluded that an adequate communication was lacking between media on one side and judiciary and prosecution on the other. However, both sides expressed their desire and readiness to improve their mutual cooperation, and with that, to improve this aspect of journalistic work. ANEM Assembly session was held today in Belgrade. At the session, the Association's new legal documents were adopted - new Statute and the Annex to the Contract on Foundation, as well as all the reports on the work and functioning of the Associations between the two sessions of the Assembly.

The session was attended by 23 full members of the Association, who unanimously adopted both new legal documents and all reports.

By the adoption of new documents, the Association fulfilled conditions for harmonization of its work with the new Law on Business Companies and the Law on Associations.

New documents are available to all ANEM members on internal network Intranet.

On Wednesday, May 9, 2012, at the ceremony held at REX Cultural Centre, on awarding the donors of the campaign "Battle for the babies", ANEM president Sasa Mirkovic, received the medal for the recognition of contribution of ANEM stations to this humanitarian action.

The reason for this ceremony was the purchase of the 200th incubator in this charity, whose original goal was to provide 100 incubators for health centers nationwide.

We recall that starting from September 1, 2011, ANEM, has joined this B92 Fund humanitarian action by providing media support to the campaign with large number of ANEM TV and radio stations across Serbia for raising funds for the purchase of new incubators. ANEM stations aired video clips and radio jingles of the campaign free of charge and thus greatly contributed to the success of this action.

32 ANEM member stations supported this campaign, namely 24 TV and radio stations and 8 RTV media outlets that aired TV video spot and radio jingle. Continuing the successful cooperation with "Integrations NOW!", ANEM enabled its journalists free participation in training courses organized by this organization as part of its education program for media professionals supported by the U.S. Embassy in Belgrade. In 2011, representatives of ANEM stations participated in the Advanced Media Management workshop for media management executives, and two three-day seminars organized in 2012 in Belgrade and Nis for journalists that cover political topics and elections.

Advanced Media Management workshop was organized in the Grand Hotel in Kopaonik, from 10th to 12th November 2011. The training program intended for media managers was aimed at developing a successful advertising and sales strategy of media companies, with special emphasis on the presentation of American business practices in the media in order to reach new audiences, increase market share and expand activities in digital, mobile and traditional platforms. The workshop was led by an American expert Michelle Foster. Visiting lecturer was Zoran Sekulic, representative of the media sector in the working group for the development of the Media Strategy, with presentation on the topic: Media Strategy and challenges of the reform of media legislation. Representatives from the following ANEM stations participated in this workshop: TV Cacak, RTV Krusevac, RTK Kragujevac, Radio 021 (Novi Sad).

During 2012, "Integrations NOW!" organized two two-day seminars for journalists covering political issues and elections, from 4th to 6th April in Belgrade and from 9th to 11th April in Nis. Expert from prestigious U.S. news agency The Associated Press, Slobodan Lekic, who has extensive experience in the field of journalism, gave a presentation on the following topics: Political reporting and coverage of elections in "transitional democracies" (Balkans, Asia, Russia. ..); the electoral process in the EU and the U.S.; How U.S. journalists cover political campaigns and elections; the relations of politicians and the press in the EU and the U.S.; Access to information in the institutions in the EU and the U.S. (State Department, White House, Congress, the Pentagon); Political processes and elections in the Balkans and Serbia in the eyes of foreign reporters; Basics of quality political interview. Among a total of 24 participants of the two seminars, there were seven representatives of ANEM stations: TV Panonija from Novi Sad, Novosadska televizija from Novi Sad, RTK from Kragujevac, Radio Srbobran from Srbobran, Radio Em from Knjazevac, Radio City from Nis and Kontakt Plus Radio from Kosovska Mitrovica. They all were given the opportunity to gain useful knowledge in the field of political reporting, which they could apply in their reporting, especially during the current election campaign.

At the beginning of this year, ANEM, in cooperation with various partners, provided an opportunity for its TV stations to broadcast free-of-change two documentaries and the sequel of TV series Ekonnews.

The first documentary film, titled "To be honest", was produced by the association CRTA for the project Instinomer. The film outlines Serbia one decade after the October 5 changes. By comparing the current situation with the socio-political climate in the country during the nineties, the authors are trying to give an answers to following questions: how far has Serbia reached in building a democratic society and economic environment; how do key state institutions operate and whether our country is ready to overcome all obstacles in its transition towards a developed society. The second documentary, short film titled "Artists' look at the past", directed by Dino Mustafic, arranged and produced by RECOM. It involved well-known artists from the whole territory of former Yugoslavia, who shared their private thoughts, memories and hopes for the future. The film presents the following artist: actor Branko Cvejic, actress Anita Mancic, poet Radmila Lazic, Croatian actress Mira Furlan, Alma Prica and Nina Violic, Slovenian musician and front man of "Lacni Franz" Zoran Predin, champion of the Macedonian National Theatre Nikola Ristanovski, Macedonian writer and actor Meto Jovanovski, Bosnian producer Nenad Dizdarevic, Montenegrin actor and professor at Faculty of Drama Arts in Cetinje Branimir Popovic, one of the leading intellectuals of Kosovo, philosopher Shkelzen Maliqi, dramatist Jeton Neziraj from Kosovo, actor Enver Petrovci from Kosovo, Slovenian actor Jernej Sugman and Montenegrin producer Branko Baletic. Duration of the documentary is 28 minutes. The continuation of TV series Ekonnews, prepared and produced by KCMedia, consists of 4 thematic programs of 25 minutes in duration. The main topic of this new series is energy. Each episode has five or six TV programs. Programs are diverse, mostly in the form of reportage, made with a number of interlocutors and at different locations. The first episode contains TV programs on heat pumps for heating, energy-efficient solutions for large buildings, smart buildings, wind power, bio-fuels and isolation. The second episode addresses the following topics: energy saving light bulbs, hybrid cars, pupils and students' projects in energy efficiency, production of biodiesel from waste cooking oil, solar panels. TV programs in the third episode are dealing with the research of citizens' views about alternative energy sources, natural gas as energy, biomass, heat pipes and how to save heat energy, cars on electric power. Ministry of Culture, Media and Information Society launched, on December 22, 2011, the public debate on Draft Rulebook on Amendments to Rulebook on transition from analogue to digital broadcasting of television program and access to multiplex in terrestrial digital broadcasting and the Draft Decisions on Amendments to the Strategy for the transition from analogue to digital broadcasting of radio and television programs in the Republic of Serbia.

The proposed amendments to these two documents, stipulate the change in the way the process of digitalization will be carried out, primarily in terms of the postponement of the digitalization and complete pulling out of the concept of digitalization-in-one-day, planned for April 4, 2012. Instead, the proposed amendments provide for a phase transition to digital broadcasting of TV programs, to be completed no later than June 17, 2015, in line with international obligations of Serbia. The amendments also  anticipate the implementation of a kind of limited simulcast, or phase which will include both digital and analog program broadcasting simultaneously and which will be available to national and provincial public service broadcasters as well as national broaadcasters. A mechanism of replacing the existing broadcasting licenses is also regulated here. However, even these proposed changes have not provided for the solution to the problem of increase of service zones of local stations and consequently their unfair competition to regional stations. Due to all this, ANEM has remained faithful to its proposal for urgent consultations between license holders and the RBA, with the active participation of RATEL and the Ministry of Culture, Media and Information Society. The consultations should address, on one hand, the extending of valid broadcasting licenses, and on the other, the introduction of the acceptable rules for all parties, as a condition of extending the validity of issued licenses. ANEM believes that these rules, or regulatory obligations, could be introduced in the form of binding, or general binding instructions under the Broadcasting Law, as a result of negotiations with the broadcasters themselves.

As there has been scarce official information so far related to deferral of the digitalization process, changes made to the way it will be implemented, as well as the rights and obligations of broadcasters in this process, and as this public debate is intended, primarily, for professionals and experts, on December 30, 2011, ANEM prepared for their stations, together with its law office "Zivkovic&Samardzic", a supplement to the internal Guide to the digitalization process, whose first edition was prepared and submitted to ANEM stations on January 31, 2011. The aim of the supplemented Guide is to provide timely information to ANEM TV stations on everything that is relevant to them in this process, with which the Association seeks to enable its members to keep abreast of all important events and changes, all in order to alleviate their business planning. This Guide was distributed to the stations and also made available through the internal network, ANEM Intranet.

In line with new information, ANEM will continue to supplement this Guide in the future, to help its members to better prepare for the transition to digital broadcasting.

The latest issue of the Magazine "Challenges of the European Integrations" treats the topic - "The media and European integrations" as a response to recent adoption of the Media Strategy. At the initiative of the Official Gazette, the publisher of this magazine, ANEM took a part in creating this issue, with the intention to use this opportunity to draw attention of the media, expert public and all interested parties again to important media issues and the way of solving them in the Media Strategy, as this document had to provide for a framework for genuine media reforms in Serbia in line with European regulations and standards in this area. This 17th issue of the magazine contains 8 texts, out of which, 6 were academic articles of topics and by authors proposed by ANEM and whose creation was coordinated by ANEM. These are:

  • 1. State and Strategy of Media Development: the future has not yet begun - author Snjezana Milivojevic, PhD
  • 2. Media Strategy - closer to or further from the public broadcasting service - author Rade Veljanovski, PhD
  • 3. Media Strategy, transparency of media ownership, media concentration and control of state aid - author Slobodan Kremenjak, attorney at law
  • 4. Regulatory framework for implementing the digitalization of the media in Serbia - author Jelena Surculija, MA
  • 5. State withdrawal from media ownership and regional public service broadcasting - author Kruna Savovic, attorney at law
  • 6. National minorities in the Serbian media future - author Zuzana Serences, journalist

The articles deal with the recently adopted Media Strategy and its solutions related to specific media issues, analyzing and comparing them with European regulations and standards. The article of the professor at the Faculty of Political Sciences, Snjezana Milivojevic, PhD, analyzed the Strategy as a document illustrating the willingness of regulating the media situation, faced with challenges of the technological revolution and the process of EU integration. The paper of Rade Veljanovski, PhD and professor at the Faculty of Political Sciences, is dealing with the Media Strategy solutions on the issues of functioning and development of existing public broadcasting services, pointing to apparent shortcomings of these solutions. Slobodan Kremenjak, attorney at law, analyzed the solutions of the Media Strategy referring to the transparency of media ownership, media concentration, providing non-discriminatory conditions for fair competition in the media industry and its sustainable development, as well as implementation of rules relating to state aid control in the media sector in Serbia. Jelena Surculija, MA, from the Faculty of Political Sciences, is analyzing the Media Strategy solutions related to the transition from analogue to digital broadcasting and economic aspects of digitalization. Kruna Savovic, attorney at law, is dealing with the solutions of the Strategy on the state withdrawal from ownership in media, forming of regional public service broadcasting, by analyzing the extent to which the Strategy defined the goals in the media sphere for the following period, if it had provided for a sufficiently clear base of the future legal framework in the field of media law and whether the provided solutions would enable accomplishment of media freedoms, right to freedom of expression, namely if the existing European standards would be followed in this field. In her article, journalist Zuzana Serences deals with minority rights in the field of information and the extent to which the exercise of these rights has been provided for in the Media Strategy solutions.

This is yet another ANEM's endeavor of advocating for fundamental changes in the media sector, particularly in the field of media regulation and media policy, which should contribute to the creation of favorable conditions and environment for the functioning and development of the media.

The latest, 17th issue of the magazine "Challenges of European Integrations" (publisher - Public company Official Gazette, supported by  Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, GIZ Legal aid office) will be presented at the press conference on Wednesday, December 28, at 11 a.m. in the Gallery of the Official Gazette in Belgrade. Besides ANEM President Sasa Mirkovic, two authors of articles proposed by the ANEM - Prof. Rade Veljanovski and attorney at law Slobodan Kremenjak - will also attend the press conference to present their texts.

We are proud to announce that ANEM TV series "Mirror of Power" has won valuable awards in two recently organized contests for media pieces - the UNDP Serbia's contest for best media pieces - monitoring of public spending and the contest for the best media piece in the field of local self-governance, organized by the Council of Europe and the Standing Conference of Towns and Municipalities. Jelena Aleksic, journalist of this ANEM TV series, is one of four award winners in the first contest for investigative media pieces on monitoring of public spending, while in the second contest, she and journalist Sandra Mandic have won the award for this series among total of six award winners in the category of the best national electronic media piece.

The awarded TV series "Mirror of Power" consists of 20 10-minute long programs, through which ANEM strived to contribute to a greater knowledge and education of citizens on the problem of corruption and its concrete forms of manifestation, as well as to encourage them to get involved in the fight against corruption and to strengthen the control over the work of the public office holders. Programs cover the specific stories from local communities in apprehensible and interesting form, aimed at wide audience and presented as a mirror of functioning of state and local self-government institutions, in which forms of corruptive behavior and possible sources of corruption could be recognized. The series was realized in cooperation with the production company "A-media", with the support of the National Endowment for Democracy (NED) and the Fund for an Open Society Serbia (FOSS). The series was broadcast on 26 ANEM regional and local TV stations across Serbia, in the period between December 2010 and April 2011.

The contest of UNDP Serbia, within which the journalist of ANEM series has won the award, was aimed at young journalists (up to 35 years of age), who prepared investigative pieces in monitoring of public spending, by which UNDP Serbia strived to encourage investigative journalism in this field and to contribute to drawing public attention to the issues of transparency and accountability in public spending, thus supporting the efforts in the fight against corruption. Out of 14 received applications, the expert jury composed of representatives of UNDP and journalists proposed by NUNS and UNS, selected four journalists for the award. The prize is a group study visit to a country with a strong media and journalism tradition and an advanced practice in investigative reporting, where the winners will get acquainted with the work of reputable media-support organizations and institutions that nurture cutting-edge investigative journalism practice and advocate highest professional standards.

The contest for the best media piece in the field of local self-governance, in the organization of the Council of Europe and the Standing Conference of Towns and Municipalities, is part of the Council of Europe's program - Strengthening local self-governance, whose aim is providing help to central and local government in Serbia in establishing more efficient system of local-self-governance. Among more than 60 received media pieces, the expert jury selected the best seven, whose authors have been awarded with the study visit to Strasburg and Paris, where they will visit renowned media houses and institutions of European Union based in Strasburg.

The awards to journalists for their work on the series "Mirror of Power" are not only confirmation of the quality of ANEM productions but also incentive for ANEM to continue to produce radio and TV series for its stations, namely the series through which it encourages investigative journalism, creativity of journalists and contribute to strengthening the role of media in democratization of the society.

On September 1, the B92 Fund launched the campaign in order to raise the funds for buying 100 new incubators for hospitals across Serbia.

Namely, incubators in Serbian hospitals are close to being 40 years old. Prematurely born babies are put in incubators that are even older than their parents. Usually these incubators have no warranty, have not been serviced for a long time and lack spare parts. Outdated equipment does not provide adequate health care and its using is life threatening. Thus, buying new incubators is an urgent matter, in order to ensure basic conditions for health care of preterm babies.

ANEM has joined this B92 Fund humanitarian action in such a way that a large number of ANEM TV and radio stations across Serbia will provide media support to the campaign for raising funs for the purchase of new incubators. ANEM stations will broadcast, free of charge, video clips and radio jingles of the campaign, and report on it in their news programs.

ANEM and its member stations jointly supported this idea believing that, in synergy with the public sector, companies and individuals, the media should also take part in the battle for babies' health and safety.

Aiming to contribute to better cooperation of civil and media sector and continuing its successful cooperation with the Civic Initiatives, ANEM took part in awarding the MLADGRAD 2011 as a friend of the Award. ANEM has participated in the jury for granting this award, which has been assigned, second year in a row, to local self-governments, formal and informal organizations and individuals who contributed to improving the position of young people in local communities. Sasa Mirkovic, ANEM President, was among the Jury members selecting this year's award winners. The award is aimed at promoting successful stories and positive results as well as encouraging local self-governments to deal with the issues of importance to young people in their communities. All awarded are grouped into the following three categories:

  1. Award for a local self-government for its contribution to the improvement of the position of young people in the local community;
  2. Award for a local self-government for granting a public space to a local youth initiative;
  3. Award for a youth group that contributed to the improvement of cooperation between local self-government and young people;

Apart from the main awards, within each of these categories the recognitions were also granted, while the special recognitions were awarded for the contribution to improving the status of the marginalized youth as well as for a personal contribution to the improvement of the status of young people in a local community.

On the occasion of the International Day of Youth, the Civic Initiatives traditionally organizes awarding of MLADGRAD with support of the Ministry of Youth and Sport, the Ministry for Human and Minority Rights, Public Administration and Local Self-Government and international partners.

Continuing the cooperation with the production company KCMedia, ANEM has enabled its TV stations to broadcast new programs of the TV series „Ekonnews"  free of charge!

This series is composed of four thematic episodes in duration of 25 minutes, broadcast under the common title "Ekonnews". The main topic of the series is positive examples of entrepreneurship in Serbia and reviewing the models of business success. The program was created during the first training for young journalists and student of journalism held this year in the organization of this production company. Programs are diverse, mostly in the form of reportage, made with a number of interlocutors and at different locations.

The first episode contains six TV program parts: E-kapija - story about the establishment one of the most visited internet portals; Potrcko - business growth in short period of time and competition fight;  Human-robot - latest invention of students of the Belgrade School of Electrical Engineering, robot that could even do the chores; Catering - how difficult it is to succeed in development of such a business; Kafanas - tradition as a success mode, Tri šešira, Znak pitanja, Korčagin; Dah Teatar - the first Serbian theater that is implementing the project called "EU Culture" (their new project "Invisible City", performed on buses and streets, has been done in the collaboration with EU partners from the Great Britain and Danmark). The second episode is composed of the following program-parts: Reportage from Gornji Milanovac, examples of the development of big enterprises, the factory "9. Septembar"; integration of small enterprises into big corporations, merging of Belgrade-based company Comutel with one of the biggest system-integrators in Europe, Telelinkom; Women entrepreneurs - European network for the development of women entrepreneurship, positive examples: ethno village near Latkovac and Maja-honey in Belgrade surrounding; Development of privately held print media, magazines Ekonometar and Biznis; Drivers who get you and your car home safely when you go out and drink, Safe Drivers company, innovative ideas for starting up a business; Cricket, a new sport in Serbia, how much time and money will it take to develop and implement such idea;  The third episode has six programs, too: Reportage from Svilajnac, business development at the local level; family cooperatives as a success model, production of church lamps and crowns, family business of the Pancic family; Cinematheque as an institution, projects and plans, how much it has influenced film lovers; DIY, soap production, is it possible to develop a business at your home; kennels of dogs, earning from sales and competitions; Takeaway fashion - commercial design and entrepreneurship, selling  through social networks (Facebook). The last, fourth episode contains the most interesting parts of the previous episodes.  

Starting from the end of July 2011, the series has been broadcast on the following 17 local and regional TV stations: RTV VK, Kikinda; RTV Caribrod, Dimitrovgrad; TV Leskovac, Leskovac; TV Niska, Nis; TV Spektar, Sombor; TV Smederevo, Smederevo; RTV OK, Kovacica; RTV Pancevo, Pancevo; RTV Mag Obrenovac; TV Alfa, Uzice; TV Cacak, Cacak; Timocka TV, Zajecar; TV Jedinstvo, Novi Pazar; RTV Trstenik, Trstenik;  RTV YU Eco, Subotica; RTV Mlava, Petrovac na Mlavi i B92 Info, Beograd

Starting from the end of June 2011, the series of documentary episodes "Welcome to Europe" has been broadcast on 23 ANEM local and regional TV stations. The series, produced by the production company DTV Production and consisted of 8 documentary episodes in duration of 30 minutes, treats the topics related to the higher education system in Serbia and in EU member countries.

In these dynamic programs, a high-school graduate Fedor, is travelling to eight European cities (Maribor, Graz, Utrecht, Bologna, Valencia, Thessaloniki, Timisoara and Ghent) where he is investigating various aspects of studying, together with his hosts, Serbian students who study in these cities. They discuss topics like the Bologna process, student mobility, private or public faculties etc. After his return to Serbia, analysis and comparison of studying in Serbia and Europe was made, through interviews with our students as well as the experts and people dealing with higher education.

ANEM has provided its member-stations with the possibility to broadcast this quality and educational series free-of-charge.
